does it apply here? LL's evil attorney, in violation of USBC laws, brings non-payment proceeding against tenant when he know he is expressly prohibited from doing so, by attempting to recover possession of apt.
Furthermore, since it is signed by the attorney as the petitioner to collect an alleged debt on the part of LL, it does not conform to FDCPA regarding 30-day demand.

How should I answer to Clerk of the Housing Court in responding to this Non-Payment Petition? --- have three days to do it
