I have bastard landlord, that got more friendly over time.But what a battle

: I am having a problem with my landlord. He is a retired elderly man who lives in the back of the house. I rent the front of the house from him. I am a good tenant, I don't make noise, I'm hardly home, I work all day and attend night school. I pay the rent on time, yet this man is always picking on something to bitch about. It has gotten to the point now that he is throwing garbage on my car, he is making my life very difficult in other to get rid of me. Is there any law against landlord abuse and harassment? I can't afford to move out right now. I've talked and wrote him a note stating that I seek a peacefull agreement with him. Apparently, it hasn't worked because this morning, I went to my car and again there were weeds on top of my car. Please, someone who is familiar with the law advise me on what to do?
