SENATOR CONNOR CARRIES ON FIGHT AGAINST
"DRYWALL DECONTROL"
"This practice of 'drywall decontrol' has actually been sanctioned by the State
Division of Housing and Community Renewal (DHCR)," said Senator Connor. "In
effect, the State's housing agency is allowing apartments to be decontrolled with
the simple act of sealing off a room with a piece of drywall. My legislation would
stop this outrageous policy."
The State's drywall decontrol policy caught Senator Connor's attention when
Resol Corp. moved to sharply reduce the square footage of an apartment at 504
E. 12th Street in lower Manhattan. Newly moved-in tenants, upon discovering
their one-bedroom apartment was previously a two-bedroom unit with a rental
cost of $198.46 a month, filed a complaint with DHCR. They were paying a
monthly rent of $875 for their newly-minted one bedroom unit, and had
discovered that the second bedroom was actually sealed off by a piece of
drywall. The DHCR rejected their complaint.
