overcharge math: need help

Some rent-stabilized friends with an overcharge complaint in NYC Housing Court asked me to help with a spreadsheet to calculate the overcharge, interest, refund, etc.
They referred me to here for specific details in the laws. I found the statutes, the interest rate, etc. and an interesting memo about how DHCR miscalculates the interest. Then my computer crashed. Can't find that memo again: it had a yellow background but could be here or in the main Tenant.net or in Housing Court section.
so:
1. if you remember reading that one, can you post it or the web address? or even better: is there already such a spreadsheet or other calculator on the web?

also:
2. my friends stopped paying the 'overcharge' amount two years ago, but paid it for the two before that. Do we calculate the treble damages for the two years overpayment (lower rent, with interest), or the last two years of unpaid overcharge (higher rent, no interest)?
