Security deposit: hostage situation.

We vacated our apt b/c the property had lead and our baby's
lead test were growing at an exponential rate.
We gave 2 mos notice, helped advertise and show the apt, and left
it cleaner than when we moved in. Now, our security deposit is
being held hostage...and "damage" charges are being raised.
I can't believe this! Where can I get answer to the q's below?

Question 1: After giving 2 mos. notice, and having
the apt clear an inspection by the
landlords, how long does the landlord legally have to return your deposit?

Question 3: If the apt passes inspection by the landlord the day you
vacate, and damage occurs due to a problem you were unaware of,
say there was a small leak when you unhooked your washer and you didn't
notice b/c you were scrambling to move out quickly, is the ex-tennant
liable for damages?

Question 4: The landlord says we left the thermostat on 70 when we vacated
the apt and the apt was at 85degrees. The landlord claims that high heating oil costs
through out our term as tennants as damages...even though they
never raised the concern as a problem with us while we were living
in the apt. Am I liable for this???

Question 5: In Westchester County, in a house divided into two apts,
does the landlord have to pay the tennant interest on the security deposit?
If so, how is it calculated?

Is there an easy way to find out my rights so I can confront
these landlords?
