garbage removal

my landlord does not provide any place to put out the garbage,
so i am required to keep it in my apartment until its time to put it
out on the street. Last night I got a call from the landlord because
I had incorrectly disposed of some cans of paint. I told him I didn't
know what the proper proceedure was and that I doubted it was really
my responsibility to know how garbage is supposed to be placed for collection.
I suspect that he should be required to provide an area for garbage removal,
and that it should be his (or supers) job to properly place the garbage on
the street. Where can I find the "law" on this?
