I woould call your local electric company, andd have then send a truck over, tell them to fix it
I don't know what policy they have. They sent over a truck in a few hours,
when i was in a similar situatation. If
they won't fix it, at least you will document it, if you decide to
hire and licensed electectrition to fix it. I'm no expert but from what
you describe I would think the power company would shut off the power
to building you live in till its inspected. If I was you I would
stay in a hotel till your apartment is inspected by the electric
company or a licensed electrition.

:
: Wrote my landlord a letter 30 days ago asking for repairs in my apartment. This is the 2nd letter the first letter was 4 months ago. Although some of the issues are minor some are not. Such as the electricity. One of the outlets is warm to the touch and we are unable to use it. The others are emitting sparks. By New York law can I bring in an electrician and deduct from my rent or do I have to file a complaint first? Also included in this letter was the concerns I had regarding the harrassment from the building manager. I do have copies of intimidating messages left on my machine by the building manager. Does this factor in at all?
