Walking barefoot on a bare floor still makes a bit of noise (unless you know how to walk like a Nurse in an Intensive Care Unit). Best to have a pair of comfy socks, soft and "cushiony".
My past experience is that if the tenant downstairs doesn't complain, you shouldn't have many (if any) troubles. Also, as a long time New Yorker, most landlords don't really trouble themselves over the 80% thing. If they do, it may be from some other trouble they've had with other tenants.
The orientals sound like a good idea though. But do go for the socks anyway.
