We had a similar problem. Before we moved into the house, the landlord
was living there. The landlord built the house, barn and business next door.
The electricity for the barn and part of the business (electricity to pump
water to the business 10+ hours a day) was connected to
the house. When we found out (after a year) we spoke with the landlord.
He would not pay us for the previous year and when he renewed the lease
we asked for a reduction due to the electricity. He refused. Knowing his
history, we did not press the matter while we were tenants.
After we moved, we decided not to sue (we were told this was the only
way to handle the situation). We were just happy to be out and get our
security deposit back. Good luck!
