Don't listen to Retaliation.

Call the electric company and verify that the landlord is using electicity, then document any and all conversations you have with your landlord concerning this problem. Deducting the amount from the rent is not a way to fix this, you need the landlord approval anyway. The landlord can always claim that you short changed him and take you to housing court for back rent. Request verbally and in writing that you want (add up the electric bill increase from when this started) this amount paid. Your average bill before this happened is enough to figure out the increase. If all else fails, go to small claims court.
