: There are no ordinances, regulations, laws, or official court rulings that prohibit or prevent babies from crying anywhere in the United States of America. Try hanging highly fire resistant curtains on the wall that you share with your nieghbors, it may help absorb some of the sound. There are also sound absorbing wall tiles that you may be able to attach to the wall. Ask the landlord what he would approve of you doing in this area, before you buy the tiles. Some of the tiles may have to be screwed or nailed into the wall and the landlord may not want you to use those. Putting down a good high quality level-loop pile carpet, (if possible wall to wall), will also absorb some sound. Whatever you do, ALWAYS keep fire safety at the top of your list. Do NOT create a fire hazard to please your nieghbors.
