In NYC, painting is required every 3 years HMC 27-2013 but gets done only if tenant or HPD requests it. Normal Wear & tear shouldn't come out of security, when it does, we go to Small Claims court.

What city is the old apt in? Buffalo? (does it matter? maybe...)

Also: suggest using your browser's > Edit > Search to read earlier discussions on 'paint' and /or 'security'.

Also: suggest using Tenant.net's Search feature to find basic L&T info on both subjects: esp 2 books called Tenant's Guide or Landlord/Tenant's Guide and the Guide to Small Claims Court.

Then again, someone else might post a more definative reply.
