The Housing Maintenance Code gives any owner the right to inspect an apartment on reasonable notice to the tenant. HPD's regulations say that 24 hours written notice is reasonable! The notice must also indicate the purpose of the inspection, for example, to determine if the apartment is in compliance with law, or to make necessary repairs or improvements required by law (which should be described). Anyone who appears at the scheduled access time must have written authorization from the owner.
