Noisy neighbors are a problem for sure !!! I always dreamt to buy an apt house and have a very quiet place with special provisions against noise and evictions, based on noise, to be used quickly to enforce them !!! I always felt that a person wouyld pay an extra $200 a month to be guaranteed a quiet apt. The lease provisions would be so clearly spelled out and with enough signatures to accept them from the tenant that the evictions would be smooth as silk. I would make them a " material" part of the lease etc. It sucks that there are noisy tenants who live next to quiet ones. Why can't all those sob's live in one bldg and the quiet ones in another. Other than throwing acid in her face, which I do not recommend, there is little you can do except hold your rent and go to court and tell it to the Judge.
