I am thinking about asking for an inspection of my apartment because of overcharge, habitability, illegal alteration, and other problems, and I was wondering if anyone could tell me which agencies can be asked by a tenant to perform an inspection in Manhattan, and how do you decide which one to ask (or do you maybe ask all of them, just to be safe)? Also, roughly how long do you need to wait for them to come, and, most importantly, will the landlord somehow find out about the inspection and do you have to let him be present? Thanks.
(I'm thinking about the DHCR, DOB, and the DHPD, but don't know which tends to be more fair with its inspections, which to call for what kinds of cases, etc.)
