Why Are Tenants Terrorized

Perhaps I'm dense, but I can't understand why there is so much fear that LL's can and will sue or otherwise terrorize Tenants and there are laws which protect the LL's and not the Tenants.
If this is a correct presumption, could someone please expalin how and why this is?
I'm serious and sincere about this question. It appears that there is all too much protection of LL's who would "screw the hell out of" Tenants and get clean away. But Tenants are expected to sit quietly, eat gruel and be happy nbo matter what the circumstances.
Correct me if I'm wrong. But I'd appreciate any input.
