If you have spoken to your neighbor, the next step would be the super and/or landlord. But yes, you do have rights.

Met Council? Oh phooey. Some leases require tenants to carpet their units, but that's a lease requirement, not a law. Noise laws are not based on specific hours of the day, but more on what is reasonable.
