I was able to get the fire department to issue a violation, for a window gate
that had a lock on the inside, and the landlord put a fire approved gate in at his expense.
The way I read the law at the back of the stuff HPD Housinfg Preservation and Development
was that if theres and illegal gate the landlord has to put one in at his expense.
But, I had one supervisor(fire department) come to the apt. and say , it was not a violation, and that
the landlord would not be required to put in a new gate, but then
a normal firemen came in and issued around at least
5 violations. to the landlord. So perhaps keep calling them, you might find one , willing
to rock the boat.
