Offer to pay by check (via certified mail). When he returns it, demand a reason (which he won't give). Then inform him the check is waiting for him. Let him take you to court and walk in and tell the judge you have the check and the LL refuses. Let the LL refuse the check in front of the judge. BUt you aren't regulated, so your lease may be in jeopardy, so you may wish to find a negotiated solution.
