good quettion , but in a city like New York, it's designed
for the landlord.any rights tenants might have had about
checking the records of landlords or anyone else involved in the
business of real estate has been eroded, by the dismantling
of laws for non-layers like The freedom of Information Law
(FOIL), or the privacy act.Whereby a tenat could check,
on the landlords to see what public records are available
about a landlord. now when a tenant calls they say you have the
right to to file the FOIL request so they can put it right in
a file for a tenat to collect dust, and if you have any questions
a tenant can go to court at the cost of thousands of dollars
to optain the records
