Mr. Pro se's advice is good. Remember, that while a tenant is in possession of his or her apartment, the landlord cannot raise the rent by the 1/40th bump unless the tenant agress to the bump in writing. So, in this case, do not sign anything agreeing to having your rent raised as a condition to have the fridge repaired or replaced. If the landlord refuses to fix or replace unless you sign something, file a complaint with DHCR promptly. DHCR can roll back your rent due to a reduction in services.
Finally, rent stabilized apartments are required to be repainted every three years, not four, and less if some reason would justify an earlier paint job, such as water damage, smoke damge due to a fire, etc. Practically speaking, don't expect your landlord to come a knockin' to remind you that it's paint time. You should keep a record of all paint jobs and remind your landlord (in writing, by certified mail, if lease so requires, which it probably does) when its time for a paint job.
