landlord harassment?

I have a lease that does not include a rent-stabilization rider;
however, the DHCR says my apartment is rent-stabilized. I am filing
complaints for overcharge of rent and failure to renew lease.

Question: Do the statements made to me by the landlord's representative
("Your lease will not be renewed. We don't have to give a reason why.
Your apartment is not rent-stabilized.") possibly constitute grounds for
a further complaint of harassment?

I am not the first tenant in my building to have been treated this way.
Another tenant was told that their rent would go up from $1,350 to $2,000
and that they would have to pay another fee to stay and renew.
