: For the past few days, my apartment has smelled like a deep fryer. I am fairly certain that it
: it is coming from a deli/prepared foods shop that recently opened on the ground floor of my building.
: Is their a requirement that they have adequate ventilation? They don't appear to have any.
: Who can I complain to? Which city agency is responsible for this sort of thing?

: Thanks in advance for any suggestions.

Most cities do have health, safety, fire, building codes: call one of those. Try your local fire station first or go into the deli, find and read their permits: use those tel numbers. What city do you live in?
