to answer your question, read your lease. there is no law which requires you to put the rent money in escrow. there is also no law which gives you the right to withhold rent for lack of heat. you might get sued: read about it here on the Housing Court section.

ps: how to do escrow? just go to the bank, open a new account. if you don't hve the rent money when your landlord sues you and wins most of it (which he will: the judge won't even give you a whole days' rent for total lack of heat for the day), you can get evicted in 5 days.
