no gas/unfinished apt.

I recently moved into a building (I think its rent stablized-at least 20 apts)
that is being totally gut renovated. It is now (11/29) almost done but when I
moved in on 11/15, it turns out that there was no gas service (the landlord did
not tell me this), the electric power was run in through an extension cord from
basement, the dry wall in the bathroom wasn't finished; we were promised an exclusive
yard that everbody still has access to, and all the pipes had and
still have huge holes around them. The gas should be on by 12/1. But do I have to
pay rent for the two weeks I've lived in the apt. without any gas and a temporary
electric system and the other mentioned problems. Can I legally not pay the rent
for the apt. since it wasn't ready for occupation? What should I do about the
problems that haven't been taken care of?
