what city/state do you live in?
what the landlord did is illegal in NYS: this might fall under " Illegal Evictions": read that section on Tenant.net. read also about small claims there, under 'Housing Court'. also: go see the Pro Se attorney in Housing Court if in NYC. they know about landlord-tenant law, which will help your small claim.
