Read about effective complaint letter writing elsewhere on Tenant.Net, then write one about the night-time use of trash compactor: it is possible that they are required to operate it only between 9-5 or 7-5 (call HPD or DHCR?).

Note: if the boiler and/or trash compactor were there before you moved in, don't expect much.
