Why is she so stupid for giving up a cheap apt? when does her lease end?
maybe she can sublet to you for 2years OR......

The LL has a right to raise the rent 20% + .8% times 8 years...or
appox 26% so $860 really becomes.... around $1080 a month.

Why not offer the Landlord $2500-3000 CASH and $1080 a month the
apartment as is..... hell its illegal, but you'd have to pay a broker $2000 anyway so it
wont cost you much more......
