It sounds like your landlord is wrong. It is my understanding that New Jersey allows triple damages for failure to return a security deposit, which you can recover in small claims court in Jersey City. You should look at the TenantNet home page for a New Jersey tenants group that can advise you properly on the New Jersey procedures.
