You are allowed to place a satellite dish only on property under your exclusive control, such as a balcony or patio. And your balcony needs a clear view to the southwest, where the satellites are located. You might still need basic cable for over-the-air reception of local TV stations. And you would certainly need basic cable if you want the public access, Crosswalks, and CUNY channels.
