electrical problems

I live in a very old rent-stabilized building in Brooklyn, NY. The power in the entire building
goes out up to 6 times a day. I have complained to the landlord in writing once a month for the last few months.
He still is not doing anything. An electrician came by and told me that in order to correct the problem, the entire building
would need to be rewired, a costly project that I am sure my landlord does not want to fund. However, I am concerned really because
I believe that it is a fire hazard that the fuses blow so frequently. Does anyone know how i can go about getting my landlord to
correct the problem? Any advice on how to pursue? Please respond. Thank you.
