The first easy thing to do that may help is call the City elevator inspector
and say there is a problem with the elevator. The complaint number
is 212-312-8750. This number is often busy, so you can also call the
number for the Deputy Director of the Elevator Division of the NY City
Department of Buildings is 212 - 312 - 8736. As them for the telephone
number for the inspector who is responsible for the Bronx and call them
directly.

They should be able to answer your question about the legal requirments
around providing elevator service.
