Elevators service

My 83 year old Uncle is diabetic and lives on the 5th floor in the Bronx.
The elevator has been out of service for 2 months. The building
went co-op recently and he did not buy his unit. He is in the hospital
and will be out soon. He can't go back to his apartment without a
working elevator. Apparently he's been taking the elevator in the
building next door and walking the roof and down a flight. Unbelievable!
What are the legal requirement to have an elevator? to maintain it?
Who do I contact regarding this? I'm trying to do this from Boston so
it will not be easy for me to see anyone face to face. His apartment is
rent controled. Any suggestions would be appreciated.
