Rent Increase Notice; Lack of Services (M to M; L.I)

Hi all concerned,

I live in a Long Island (Nassau County) illegal apartment. Apt has
no Certificate of Occupancy and the backyard "extension" of the
dwelling (zoned "single family") where I reside within is not on
the local tax rolls.
I presume I am considered a "month to month" tenant with NO
written lease and under NO specific rent laws.
Can landlady raise my rent with only 15 days notice? Also heat is
sometimes broken during cold and my outside entry paths are
cluttered with junk cars and debris. Is it viable to report her to
authorities when I move?
