phone service

My roommate and I just moved into a recently renovated brownstone in Brooklyn, NY. We are the very first occupants of this apartment. Upon asking
the phone company to activate our service, we were told that the apartment had never had this service before, and that we would have to pay
for the installation. Is this normal? Should we be paying for a phone line to be installed in our land lord's house, which will be used by other renters
in the future?
