Forcible Transfer of NYCHA Tenants

Let me know whether NYCHA has the right under the lease agreement, and applicable rules and regs, to compel a longstanding single tenant to transfer to a smaller size apartment. I seem to remember a Bernard Meltzer column in the Daily News of 10-15 years ago which stated that NYCHA tenants had the right to tell NYCHA: "I don't want to leave this borough," "I don't want to leave my project, building, floor," effectively foreclosing the transfer. Please let me know if anyone has any accurate info on this subject.
