Check out this webpage from the Queens Borough President about Illegal Apartment Conversions: A Guide to the Law and Enforcement Procedures at:

And why didn't the landlord give your friend a key to the gate? This would be another basis for withholding rent, because her access to the apartment is being substantially limited.

: My friend lives in New York City, in an illegal basement apartment.
: She has lived there for 4 years without any problems.
: Recently her landlord has been harrassing her verbally.
: He threatens to evict her and constantly picks fights with her.
: She has had her washer for 4 years, now he said she cannot use it at all.
: He also tore down her clothes line.
: He's placed a fence with a lock around the house so now she has to wait until
: someone hears her calling so she can into the gate and her apartment.
: She is a single women with a 3-year old child and she knows her rights are
: limited if any.
: Where can she turn too before it is too late! She works and attends school
: fulltime.
: My question is where can she turn and fast!
