By him signing his rights away, he gives the LL an apartment to deregulate and guess what!

HE WILL SPEND THE "FREE" $10 TO 15 THOUSAND DOLLARS A YEAR EXTRA IN RENT MONEY TO PAY THE LAWYERS

TO GET RID OF THE OTHER PISS-ANT TENANTS AND THEIR PIDDLING RENT OVERCHARGE/MCI CASE!

He could try and get a letter from his boss saying it is a temporary relocation... might work
