Tenant being relocated: please advise.

One tenant in our rent-stabilized building (NYC) is being transfered upstate by his company.
He contacted the LL about breaking the lease w/o penalties.
The LL asked him to sign a document "giving up all rights to the security deposit and all rights and claims he has under the lease" against the LL; then he will be released from the lease obligations.
We have a number of cases pending against the LL at DHCR, including rent overcharges, reduction in services, and appealing MCI charges.
Should the tenant sign the document?
