The decision he cites isn't on TenantNet: I must have read it this way:

On the NYLJ Home Page http://www.nylj.com/ , click on NY Courts in box in right
column, then choose Appellate Division, First Department, click on decisions, search
on keyword 'seymour', practice areas 'all', & voila! 2 of the 6 decisions list DHCR as
the respondent: copy and read both #1011 Seymour v. DHCR and #3309 Sudarsky v.
DHCR. Read also Elkin #3340: it's there because the decision quotes an earlier
Seymour decision. (Of course, you could have searched on 'DHCR', but would have
received many more responses and risked missing others... do it when you have more
time)

Note the lawyers' names listed directly under the words
'Petitioner-Respondent-Appellant': good people to call, ASAP.
