Sounds like Luxury DeReg: apt rent > $2000, income > $175,000 ???
Whether it is or not: you can find the Fact Sheets written by DHRC 3 ways: here on TenantNet Home, on DHCR's own website: http://www.dhcr.state.ny.us/, or by calling their main number at Gertz plaza (718) xxx-xxxx.
Whatever you received should say how many days you have to file what kind of paper to contest this ruling: could be a PAR or an Article 78. Suggest you do the reading, then get a lawyer ASAP: the lawyer must be experienced in this type of case, most are not..
You should also read the summaries of decisions here under Housing Court Decisions: search there for 'deregulation', 'luxury', etc., and also 'service'. Use the search feature on this message board for the same things. There is a very important recent decision overturning a DHCR order because the tenant did not receive the original papers, like you. You can get a copy of the whole decision in the New York Law Journal at the 40th st NYPL, law school libraries, or the public access court library on Chambers St. BTW: doing that will also help you find a lawyer: if the tenants' lawyers' name is not in the NYLJ, you can look up the case at the courthouse.
