late fees and notification

My question revolves around a late fee letter and intent to lock me out letter I received on my door today 8/6/99.
It seems the apartment complex I live in has had a balance on my "account" since May for late fees on rent due. My bank records state my check was deposited on the 5th, which was a wednesday. The date on my check was for the 1st if that actually means anything.
The letter states if I do not pay for these undefined late fees within 3 days (Monday 8/9/99 I guess), I will be locked out of my apartment.
Does an apartment complex have to notify you at least once and especially before 3 months before they can attempt to lock you out of your home?
I do not know how the laws differ from NY to TX (where I live BTW) but could use some words of advice or encouragement.
