Only this: why on earth would they NOT register?

The form only asks for owner/manager info; does not require a sworn statement that they have a Certificate of Occupancy; it is ridiculously nothing, compared to the penalty for not filing: no rent.

One thought: city/state owned buildings may be exempt from MDL 325.

Suggestion: don't spend the rent money, use MDL 325 as a defense, be prepared by doing the research & bringing it to court with you.
