Try searching this message board for 'MCI'.
Short answer:
NO: for any apartment that is rent-regulated, the LL must first apply to DHCR for the increase. Read about it on TenantNet Home: DHCR section (under New York Tenants) or goto DHRC's website (same old info, but 'search' is more effective because it is only DHCR info)
