Short answer:
NO: for any apartment that is rent-regulated, the LL must first apply to DHCR for the increase. Read about it on TenantNet Home: DHCR section (under New York Tenants) http://tenant.net/index.html or goto DHRC's website (same old info, but 'search' is more effective because it is only DHCR info) http://www.dhcr.state.ny.us/
