Update: They recommended restoring some Pataki cuts, for criminal defense.
from 7/21/99 NYLJ:

Legislative conference committees yesterday
recommended restoring about $3.5 million of the $15
million in state funding Governor Pataki has cut from legal
services programs. Assembly Democrats restored $1
million to the State Defenders Association, $900,000 for
indigent parolee defense, $725,000 to the Public Utility
Law Project and $450,000 to Neighborhood Defender
Services of Harlem, but provided no immediate restoration
of $7 million in aid for civil legal services programs, or of
the $4.8 million Prisoners Legal Services budget.
Assembly leaders said both programs will be considered
for funding by the general conference committee, which
has $170 million to distribute. Senate Republicans
provided $400,000 for indigent parolee defense.
