It is a violation of: the Fire Code (blocking fire egress), the Health Code (health / vermin hazard), the Sanitation Code (rules about how when & where garbage can be stored), the Housing Maintenance Code (blocked fire egree), other NYC & NYS codes... + common sense, etc etc. You can find the HMC on TenantNet: probably in the Fire Safety and/or stairway section:

Fire Code: not online: call your local firehouse for an inspection.

HMC is enforced by HPD: 960-4800 (commonly remembered as the heat complaint number: good for all HMC violations: make a list before you call or is garbage the only problem?). Website: NYC; agency = HPD.
