That brings up another question. I don't know if they filed. Are the tenants supposed to be notified if they've filed or is that only if they plan on raising the rent because of the MCI?

: If I were you, I would take the position that the landlord is responsible for re-installing legal security gates and any air conditioners, especially if your rent includes charges for air conditioners or air conditioning electricity. If the landlord refuses to re-install them, you can raise the issue in opposition to the the landlord's application to DHCR for a Major Capital Improvement (MCI) rent increase.
