The short answer, get details on this board's archives and on TenantNet Home.

Write a strongly-worded, but not too hostile, letter with a deadline for response, like ten days. Mail one first class and a second, Return Receipt Requested.

If you don't get all your money: sue the LL in Small Claims court. In NY state, you can also report the LL to the Attorney General's Office.
