IMHO: The owner/manager/super stupidly believes that if the card is missing, the next HPD inspector will think that this is a clean bldg, with no violation history! (well: that's what they said they believed in my bldg!!)
BTW: That card must be completely filled out & placed in an enclosed frame on a wall visible from beyond the locked bldg door. If not, it is one more violation of the HMC (or is it the MDL? or both? look it up on TenantNet if you're so inclined).
PS: After it shows up again & HPD records something on it: borrow it & take it to the photocopy machine in the corner deli/newstore... Also: if you want a history of HPD visits: go to your borough HPD office, get a computer printout of violations or photocopy individual inspection reports (heat/hot water complaints are on a separate computer).
