You prepaid your first month's rent (and paid the last month as a security). That prepayment should count for the first month he will be allowed to collect rent. He might dispute this, so it's good that you're asking now. Sure, it is frustrating, but as long as the unfinished work is not dangerous to your child, you're living rent free in what will eventually be a nice apt!
